The Regional Park Program is a major initiative of the Fletcher Administration and approximately 11 parks are in different phases of development at this time. The concept of the Regional Park Program is to create large blocks of available, accessible, marketable industrial land in an economical way without regard to county boundaries that will result in greater development and more job opportunities for Kentuckians.

Coal Producing counties first started receiving a share of coal severance tax receipts in 1992. At that time , The Local Government Economic Development Fund (lgedf0 was created to provide grants of coal severance tax revenues to make counties attractive to new manufacturing and service industries, as well as to help existing businesses expand. Each coal producing county is allotted a portion of the LGEDF money for use exclusively in that county, and a portion is set aside for multi-county or regional projects.
