The water management planning process was formed under Senate Bill 409 in 2000. This bill required the formation of the water management councils across Kentucky to oversee the planning process. In this process, the 15 Area Development Districts across Kentucky and the Kentucky Infrastructure Authority work, in conjunction with the Kentucky Division of Water and with water and wastewater systems in their area, to develop a Water Management Plan which evaluates adequacy of water supplies and infrastructure, capacity development, and wastewater services.

The Area Development Districts are also charged with developing and maintaining the Water Resource Information System. This database has two key elements: The project profile database and the GIS Database. The project profile database houses information relating to proposed projects for a given system. These profiles provide, among other things, a project description, project number, system information, a timeline for implementation, project alternatives, and cost estimate. The GIS Database houses the location of existing water and wastewater infrastructure as well as, the location of all proposed projects. In this database, information relating to tank size, line size, line material, treatment plant capacity, pump capacity, etc. is also maintained. Each Area Development District periodically updates this information and submits their GIS data to the Kentucky Infrastructure Authority when each individual ADD database is incorporated into one to illustrate water and sewer data in one larger database.
