Description: Eligible expenses under this grant are the actual costs (up to $4,000) that the county incurs during the grant period for the disposal or recycling of waste tires.  Other expenses, such as labor and equipment costs, are not eligible.

Description: The cabinet is accepting grant proposals for projects that promote the use of recycled Kentucky waste tires in the form of crumb rubber or other tire-derived products that meet the criteria of the grant program.

This grant has focused on funding crumb rubber mulch for landscaping projects in recent years, but the cabinet is encouraging applicants to expand the scope of potential projects for this grant cycle.  In addition to landscaping mulch projects, the cabinet will consider requests for:  walking trails; poured-in-place playgrounds, sidewalks or other surfaces; horse trailer or stall mats; tree wells or other products utilizing recycled Kentucky tires. 

This grant is a 75/25 match grant: the applicant shall provide match funding equal to at least 25% of the total cost of the project.

Eligibility: Applicants must meet the eligibility criteria set forth below, but may include:

  •  Private entities
  • Owners of commercial entities operating within the Commonwealth of Kentucky
  • Public school districts
  • Private schools
  • City and county governments
  • Entities operating public parks, and
  • State agencies.

Description: To assist eligible applicants in their efforts to achieve a successful program to divert materials from being landfilled and direct them to composting, reuse or other recycling options. This grant is a 75/25 match grant: the applicant shall provide match funding equal to at least 25% of the total cost of the project.

Eligibility: Any county, waste management district, city, urban-county government, or other political subdivision of the state or any combination of the above, including school districts, shall be eligible to apply.

Dates: Typically, the application deadline is the beginning of April.

Description: The goal of the program is to leverage limited funds into efficient and cost effective projects to help Kentucky develop an integrated recycling infrastructure, manage Household Hazardous Waste and provide recycling and HHW public education programs. 

Priority will be given to regional recycling projects and regional household hazardous waste management programs with state approved inter-local cooperative agreements.

This grant is a 75/25 match grant: the applicant shall provide match funding equal to at least 25% of the total cost of the project.

Description: A brownfield is a property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. It is estimated that there are more than 450,000 brownfields in the U.S. Cleaning up and reinvesting in these properties increases local tax bases, facilitates job growth, utilizes existing infrastructure, takes development pressures off of undeveloped, open land, and both improves and protects the environment. Brownfield grants continue to serve as the foundation of EPA’s Brownfields Program. These grants support revitalization efforts by funding environmental assessment, cleanup, and job training activities. Grants offered include:

State and Tribal Response Program Grants

Description: The program provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to make energy efficiency improvements. Agricultural producers may also apply for new energy efficient equipment and new system loans for agricultural production and processing. Loan guarantees on loans up to 75 percent of total eligible project costs, grants for up to 25 percent of total eligible project costs, and combined grant and loan guarantee funding up to 75 percent of total eligible project costs.

Funds may be used for renewable energy systems, such as:

• Biomass (for example: biodiesel and ethanol, anaerobic digesters, and solid fuels).

• Geothermal for electric generation or direct use.

• Hydropower below 30 megawatts.

• Hydrogen.

• Small and large wind generation.

• Small and large solar generation.

• Ocean (tidal, current, thermal) generation.

Funds may also be used for the purchase, installation and construction of energy efficiency improvements, such as:

• High efficiency heating, ventilation and air conditioning systems (HVAC).

• Insulation.

• Lighting.

• Cooling or refrigeration units.

• Doors and windows.

• Electric, solar or gravity pumps for sprinkler pivots.

• Switching from a diesel to electric irrigation motor.

• Replacement of energy-inefficient equipment.

• Agricultural producers may also use guaranteed loan funds to install energy efficient equipment and systems for agricultural production or processing.

Eligibility: Agricultural producers with at least 50 percent of their gross income coming from agricultural operations. Small businesses in eligible rural areas with 50,000 residents or less.

Dates: The deadlines to apply for grants are Oct. 31, 2021, and March 31, 2022. Applications for technical assistance grants are due Jan. 31, 2022. Applications for loan guarantees are accepted year-round.
